Can anyone recommend a decent low priced rod and reel for fly fishing?

My first rods were those kits you get from Bass Pro and Cabalis. Something like $70 to $100. Rod, reel, line. everything.

What weight rod, length, and type line depends on what your fishing for.
Check out some books at the library or book store to get an idea what size tackle is recomended for the type fish your after.

I suggested to my brother that he take a fly casting class before our trip to Alaska. He not only improved his casting, he got to try out several types and sizes of rods before he bought ones for our trip.

One thing about fishing tackle, the more $$$$ you spend the better quality you get. But you also should be able to start fly fishing for under $100 too.

A fly fishing class will probably save you a lot of money in the long run.

A decent but affordable fly rod would be a Redington, you can get a combo with a large abor reel for under $100 bucks. Depending on the type of fish you are after I use a 5 WT rod for trout and then go to a 7/8 when after steelhead and salmon. If you are looking for all around rod that you can use for almost any species of freshwater fish a 6 or a 7 can't be beat in the 9 1/2 foot range, but if you are strickly after trout go with a 5 or 6. A nice large arbor reel that is affordable is the Large Arbor Cortland it's light and Cortland is great for replacing parts if you would ever need them. I have one that I use for trout, but have used it to pull in a lot of drag ripping steelhead and it handled the test. Hope this helps and good luck fishing.
